HEDECS 2025 General Assembly Unveils 2025-2029 Strategic Vision: A Nationwide Commitment to Health and Community Empowerment

An Extraordinary General Assembly held on December 27, 2025, Health Development Consultancy Services (HEDECS) officially announced its transition from an association to a fully recognized Non-Governmental Organization (NGO). The hybrid session, hosted at the HEDECS headquarters in Bamenda, brought together a diverse assembly of stakeholders looking at the 2025–2029 Strategic Plan and its Technical Assistance from Expertise France with International Experts from TeAMS, signaling a bold new era of service to the communities in Cameroon.

Highlights from the General Assembly                                                                                                

The meeting was marked by a vibrant atmosphere of collaboration, opening with a warm welcome from The Board of HEDECS and strategic insights from the Executive Director (ED). Central to the discussions was the organization’s evolution to stay relevant and responsive to the needs of the communities as it serves across Cameroon, as well as its readiness and preparedness to diligently go through the technical assistance to strengthen HEDECS as an NGO in these four domains; governance, resource mobilization, communication, administration, and finance.

Key resolutions passed during the assembly include:

  • Institutional Strengthening: The assembly validated a new governance framework designed to enhance transparency and operational efficiency, ensuring HEDECS meets the highest international standards for NGO management.
  • A “Vision Bearer” Philosophy: Participants redefined the role of members as active “vision bearers,” emphasizing a shared commitment to contribute ideas, expertise, and resources toward the organization’s goals, mission, and strategic objectives.
  • Professional Excellence: To better serve its beneficiaries, HEDECS committed to further professionalizing its workforce and aligning its internal policies with its new status as a national NGO.

Strategic Partnerships for National Success

HEDECS’ mission is intrinsically linked to the support of its partners and donors. The assembly proudly highlighted the technical assistance of Expertise France, whose international consultancy was instrumental in producing the five-year strategy.

By refining its strategic approach, HEDECS is reinforcing its commitment to its donors, ensuring that every resource is managed with absolute accountability to achieve shared impact.

HEDECS Cameroon Growing Footprint Across the National Territory

The General Assembly served as a reflection on HEDECS’ steady expansion over the years. From its roots in the North West Region, the organization has grown into a national actor with physical, operational offices serving as vital intervention hubs in:

  • Bamenda (Headquarters)
  • Yaoundé
  • Dschang
  • The Far North Region

These regional bases allow HEDECS to implement critical programs in health, Gender, Human rights, and livelihood support across the national territory, with plans to expand further to meet the rising needs of the communities we work with.

The hybrid nature of the meeting ensured inclusive participation, reaching beyond the physical conference room. The assembly was attended by a broad spectrum of the HEDECS actors, including:

The Way Forward for 2026 and Beyond

The assembly set clear milestones for the coming year 2026, including the expansion of youth-centered initiatives (by operationalizing the @YEC Center) and the pursuit of innovative resource mobilization. The General Assembly relayed to The Board Meeting which was convened on the 30th of December 2025. As HEDECS moves forward, it remains dedicated to fulfilling its mission in partnership with local and international stakeholders, striving for a Cameroon where every community has the health and resources to thrive.
